He said, “If the governments and legislators are truly sincere about the fight against corruption in the country, they must go tougher. Any public official, whether at the state or federal level, should be executed. Killing them after confirmation of any embezzlement allegation of more than N1m will lead us to the right path.
“I sincerely recommend an active process of legislation that would support that. It would also serve the nation well to have a law which not only provides for every public office holder to declare his assets on assuming office, but also stipulate that he must repeat the exercise each subsequent year that he is in office and not later than one month after vacating the office. Such declaration should be in at least three newspapers and not just to the Code of Conduct Bureau.”

The President of the TUC, Bobboi Kaigama, said this during the fourth lecture series of the Faculty of Environmental Design and Management, Obafemi Awolowo University, Ile-Ife, on Tuesday.
While speaking on the theme, ‘Corruption and challenges in nation-building’, Kaigama noted that Nigeria needed to go tougher in its war against corruption.
He also said that corrupt leaders should be banned from occupying public office.

Justice Ahmed Mohammed of the Federal High Court, Abuja has denied stopping the petroleum minister's probe.

There was an allegation that minister of petroleum Dieziani Alison Madueke spent #10billion to chatter private jet on all travels for the last two years.
The spokesman  for  the House of Representatives,   Zakari Mohammed, had at a news conference  on Monday 28 April 2014, announced that the House had received a court order  stopping  the Public Accounts Committee from going ahead with the probe.when the case came up for hearing on Tuesday, the obviously angry judge  expressed shock at media reports that he had issued an interim injunction  stopping  the investigation.
 Mohammed initially blamed journalists for the ‘misinformation’ before he was informed that it  emanated from Mohammed.
 To set the records straight, the judge adjourned the hearing and ordered the House to appear before the court on May 5 to explain where such order came from.
 The  House which is the 2nd defendant in the suit  was not represented by any lawyer during Tuesday’s proceedings.
But the  counsel  for  the National Assembly,   Y. C. Maikyau (SAN),   was present in court, alongside Etigwe Uwa (SAN), the   counsel  for  the plaintiffs – Alison-Madueke  and the Nigerian National Petroleum Corporation.
 In a short ruling after both counsel had exonerated themselves from the report on the court order, the judge   said, “I have seen a press release in the media said to have been issued by the House of Representatives that this court has made an order restraining the House   from continuing with the probe.
“As far as I am concerned, and as the judge presiding over this case, no such order was made.”
 Mohammed  also noted that he only ordered the defendants – the National Assembly and the House – to be put on notice after the plaintiffs’ counsel moved an ex parte motion praying for an order of interim injunction to restrain the House from summoning the minister.
 He said, “This court in a ruling directed the defendants to appear in this court on  April 17 and show cause why the interim order should not be made.
 “On  April 17, the  plaintiffs’ counsel informed the court that processes have not been served on the defendants owing to the Nyanya bomb blast and the court adjourned till today (Tuesday,  April 29).
 “As the press release was issued by the House which is the 2nd defendant in this suit, and as the House is not represented in court today, the only fair thing to do is to adjourn this matter and issue the House with a hearing notice to appear before the court and clear the air on whether it had been served with a restraining order issued by this court.”
The Director, Legal Services  of the House of Representatives, is expected to appear before the court on May 5 to shed light on the false court order.
 Earlier, counsel  for  the plaintiffs  had washed his hands off  the development.
 The judge had wondered whether the plaintiffs’ counsel was behind the misinformation but Uwa spiritedly professed his innocence, laying the blame on the House.
 “The press release was circulated to media houses by the House ,” he said.
 Maikyau also  distanced himself from the alleged restraining order but went ahead  to apologise on behalf of the Director of Legal Services.
 “There is no report that it was the Director of Legal Services of the National Assembly that was behind such information – I apologise,” he said.
 He noted that it was strange that the report on the order was released on Monday, several days after the court   directed the defendants to appear before it to show cause why the relief sought by the plaintiffs should not be granted.
“I knew that something was wrong because that order (to appear before the court) has been subsisting since April 14 and if any other order was made on April 17,  it would have been published since,” Maikyau added.
 In the suit, Alison-Madueke wants the court to make an order of interim injunction restraining the National Assembly and the House   “whether by themselves, their members, committees or agents from summoning or directing the appearance of the applicants before any committee particularly the Public Accounts Committee set up by the House  …”
 The minister also asked  the court to stop the committee from asking her or any official of the ministry or the NNPC to produce any papers, notes or other documents or give any evidence in line with a letter from the House   dated March 26, 2014, pending the hearing and determination of the motion on notice.
She  also asked for an order of interim injunction restraining the National Assembly and the House   from issuing a warrant to compel her attendance, or the attendance of any official of the ministry or the NNPC, with regard to the investigation.
Meanwhile, the  Speaker,   Aminu Tambuwal,  has said   that the House had resolved to seek a legal opinion on Madueke’s  decision  to sue the legislature over the investigation.
Tambuwal clarified the stance of the House  shortly after the judge  denied issuing the reported order.
He said when he was briefed on the issue on Monday, his first reaction was to advise the Committee on Public Accounts to tarry awhile to enable the House to get the true picture of things.
Tambuwal spoke at Tuesday’s plenary as some members complained that the Judiciary was interfering with the work of the legislature.
They had  observed that this conflicted with the provisions of Sections 88/89 of the 1999 Constitution (as amended), which empowers  the National Assembly to investigate any official or agency of government for the purpose of exposing corruption.
Tambuwal said, “My attention was drawn to the matter that the minister, the NNPC and other stakeholders had gone to court.
“I immediately sought for consultations. The result of my consultations is to seek formal legal opinion on the status of the action, not necessarily because as a lawyer myself, I do not know the position of the law.”
The judge has asked the house to apear on the 5th of may in court, ACCORDING TO PUNCH NEWS.

ASUP STRIKE: Police Teargas Polytechnic Lecturers In Abuja

The Nigerian police today fired tear gas canisters at protesting polytechnic lecturers who are engaging in a peaceful protest to force the Nigerian government to have dialogue with the lecturers relating to their demands.
the lecturers and a few poly students gathered at the federal Secretariat in Abuja for ask for reopening of Nigerian polytechnics whose lecturers had embarked on a strike since last year.
The protesting Polytechnic lecturers first gathered at the Eagle Square early this morning to protest non implementation of the agreement made by the both Academic Staff Union of Polytechnic (ASUP) and the Federal Government and later marched down to the Ministry of Education where Minister of Labour Emeka Wogu addressed the protesters and promised that their grievances would be addressed. The minister then appealed for patience and understanding from the lecturers.
However, dissatisfied with the promise the peaceful rally later headed toward the National Assembly complex where a protest letter was billed to be submitted to the both the Senate and House of Representatives leadership. Armed policemen fired tear gas canisters at the protesters and used hot water hoses to disperse the crowd.
The protesters vowed not to leave until they submit their protest letter to the leaders of National Assembly. The Polytechnic lecturers have been on strike since ten months without any sign from Government to meet their demands.

The Intergovernmental Panel on Climate Change (IPCC) has approved the second part of its Fifth Assessment Report (AR5), titled Climate Change 2014: Impacts, Adaptation, and Vulnerability, at the IPCC meeting in Yokohama, Japan. The key message of the report is that climate change poses serious risks to the well-being of nature and people all over the world. The observed effects of climate change have an impact on people's health, land and marine ecosystems, water supplies, and people's livelihoods, from the polar regions to the tropics and from small islands to continents. Poor countries that lack the means to adapt to these changes will suffer the worst.

"Despite our efforts, global greenhouse gas emissions continue to increase and the climate will change. We must strengthen Finland's ability to manage the risks related to climate change and adapt to it," emphasises Permanent Secretary Jaana Husu-Kallio from the Ministry of Agriculture and Forestry.

Professor Tim Carter from the Finnish Environment Institute (SYKE) is one of the lead writers of the now published report. He hopes that decision-makers will take the information produced by researchers seriously: "If adequate measures to reduce emissions are not taken, the fear is that some of the changes resulting from climate change will push us over an edge after which development can no longer be reversed. This kind of threshold could be, for example, the irreversible melting of Greenland's glaciers."

Europe's glaciers dwindling and permafrost melting

"Climate change impacts Europe in many ways. The ice sheets of the Alps and other mountain ranges are dwindling and an increasing portion of the permafrost is melting. In the northern coniferous forest belt, including Finland, the growth of forests is accelerating, and some species are growing more abundant, while others decline. The risk of forest fires is also increasing in southern Europe," Tim Carter explains about the regional effects of climate change.

In Finland, the effects of climate change may weaken the water quality of water systems, as the ground remains unfrozen for longer periods of time in the autumn and winter. Water protection efforts will have to adapt to increased run-off, erosion, and nutrition loads. This will result in new challenges, particularly in agricultural water protection. The warming of Finland's climate is already evident in Finnish fauna; birds, for example, are migrating earlier in the spring and later in the autumn.

Food shortages expected

The estimated future crop yields will not be enough to feed the world in 2015. "The climate has already changed and affected crop yields. The effects observed have been local, and for the most part negative. The most notable effects have had to do with extreme weather events, such as heavy rains, heat waves, and draught."

"Crop yields and food production per capita have generally improved over the last 40 years, due to the development of farming culture and technology, which has resulted in better fertilisers, better crop strains and more efficient production. However, climate change will result in more extreme weather, draught, heat, and heavy rains. In northern areas, global warming will initially also present benefits, such as longer growth periods," says Senior Researcher Kaija Hakala from MTT Agrifood Research Finland.

Severe and wide-ranging global changes

Warming, acidification, and decreasing oxygen levels will change marine life. Warming has already resulted in plankton, fish, and invertebrate communities shifting northwards. In northern marine areas, the diversity and biomass of fish populations have increased. Water warming has also altered the distribution of large species of fish found in the open sea. As marine and coastal ecosystems change, their diversity and the products and services derived from them will weaken. Those who depend on coastal areas for their livelihoods, such as fishing communities in the tropics and arctic areas, will suffer.

Rising sea levels, coastal flooding and tidal waves cause danger to life and risk of injury, and hinder livelihoods in low-lying coastal areas and in small island nations. These problems will impact poor population groups in particular. In some areas, flooding will also pose problems to urban populations.

Agricultural trade will grow more difficult and earnings from it will decrease due to the insufficient availability of drinking and irrigation water and the decreasing productivity of farming. These problems will have a particularly severe impact on poor farmers in dry regions.

Extreme weather events will hinder important basic services, such as water, electricity and health and rescue services. Mortality, morbidity and other adverse effects will increase during heat waves, particularly among vulnerable urban population groups and those who work outdoors.

Adaptation required in addition to mitigation

Countries all over the world have begun to develop climate change adaptation plans and strategies. Finland has been a pioneer in this regard, and Finland's reformed adaptation strategy is currently being widely circulated for comments. In Europe, the EU's adaptations strategy has led to adaptation planning being incorporated into, for example, the use and management of coastal areas and water systems and the risk management of natural disasters.

"Currently we are adapting mainly to past events when we should be adapting to future threats. However, it is good that governments, companies and communities are gaining experience in adaptation, since this experience can be utilised to better help society, and more ambitiously adapt to changes," says Chris Field, the Co-chair of IPCC Working Group II.

IPCC gathers information to support decision-making

The IPCC's Fifth Assessment Report consists of the now published report along with a report on the state of climate, which was published last September in Stockholm, and a report on climate change mitigation, which will be finalised at a meeting in Berlin from 7 to 11 April. A summary of the individual reports will be completed in autumn 2014.

The Intergovernmental Panel on Climate Change was called together by the World Meteorological Organization WMO and the UN's environmental programme UNEP. The goal of the panel is to support decision-making related to climate policy. Its tasks include assessing scientific knowledge related to climate change and its effects, as well as various climate change mitigation measures. During 2010-2013, some 813 writers took part in drawing up the report, five of them from Finland.

Forensic Experts Establish Identities of Nyanya-Abuja Bombers

Three of the  bombers’ identities have been revealed – two that died during the bombing, and a third one that escaped just prior to the explosion.
“Through the assistance of experts,  we now know those who carried out the attack. Although two of them are dead, we are on the trail of the one who is  alive,” said a security source.

She founded the Bob Tv Expo and was the CEO Top radio 90.9 FM, Amaka Igwe studios and newly launched Q entertainment networks. Left to mourn her are her husband of 21years, her children and her aged mother.

This is contained in a statement issued on Tuesday in Lagos by The Nigerian Entertainment (NET).
The statement said that Amaka died on Monday night in Enugu after a brief ill health.
Confirming the death to the News Agency of Nigeria (NAN) on Tuesday in Abuja, Mr Agility Onwurah, Chairman, Actors Guild of Nigeria (AGN), Abuja Chapter, said Amaka’s demise was a big blow to the Nollywood industry.
“Amaka had gone to Enugu in company of her husband for a pre-production preparation for a new Igbo soap when the sad incident occurred.
“She suffered asthmatic attack and was immediately rushed to a hospital, but died before getting there.
“Amaka is survived by her husband of 21 years, Charles Igwe, three children, and an aged mother, “the statement said.
Born Amaka Isaac-Ene, the deceased was an accomplished writer, producer, director, entrepreneur and teacher.
She founded the BoB TV Expo, and was the Chief Executive Officer (CEO) of Top Radio 90.9 FM, Amaka Igwe Studios, and the newly-launched Q Entertainment Networks.
The statement described Amaka as a visionary, and pioneer of modern Nigerian TV drama and film.
Amaka hit national limelight as the writer and producer of the award-winning TV soap, “Checkmate’’, and “Fuji House of Commotion’’.
“Her Nollywood projects include `RattleSnake’ and `Violated’, two critically-acclaimed movies that set apart Amaka Igwe Studios in the much-criticised Nollywood industry.
Onwurah described Amaka as one of the foremost producers in the industry and an encouragement to the entertainment industry in the country.
